What Purpur adds on top of Paper

Purpur is built on Paper's codebase and inherits all of its optimization and the Bukkit/Spigot/Paper plugin ecosystem. On top of that it adds extensive gameplay settings right in the configs: mob behaviour, mechanic rules, small gameplay features you'd otherwise pull in via plugins or mods. Purpur or Paper

The answer is simple. If you want a clean, stable plugin server without fiddling with configs, pick Paper — it's simpler. If you know exactly which gameplay rules you want to change, Purpur gives you those switches out of the box, with no extra mods.
